Sir,
With reference to Your Excellency's letter No. 2412/1915 dated 4th. October, 1915, relative to the transmission of Meteorological Messages to the Royal Observatory by W.T. from
Merchant Ships, I have the honour to inform you that the Naval
Commander-in-Chief considers that the Admiralty Instructions to Masters should be adhered to, more particularly as the typhoon
season is nearly over.

The instructions to Masters are to the effect that
"F.T. must be used except in cases of emergency, and Masters should "retain control over sending apparatus".
These instructions are not intended to interfere
with the discretion of the Master should he deem it necessary to
depart from them or should he receive other instructions from a
competent authority.
2.
In view of the small range of Merchant Ships W.T. the Commander-in-Chief suggests that the practical utility of
meteorological messages received from them should be considered
before next typhoon season.
3. The precedence of messages communicated in my
Secretary's letter dated 6th. July, 1-15, was only considered in
respect to the routine of the Wireless Station, It is regretted
that the question of W.T. Signalling at Sea in time of War was not
brought to Your Excellency's notice at the same time.
